When our app is shrunk to a height that is small enough to make a vertical scrollbar show up it causes an odd horizontal scrollbar to show up that has very little room to scroll. It doesn't show up before the vertical scrollbar is there. It's pretty obvious that the horizontal scrollbar is there to accommodate the vertical scrollbar width, but it's not necessary because our app is built responsively with Scale-to-fit turned off and all the components set to either App.width or Parent.Width. We made sure all the components have enough margin to show the vertical scrollbar but it didn't help.

Any help would be appreciated? It would seem this is a common occurrence, is there already a bug report for it?
This is not a bug. You need to make sure the controls in your app are set to change their width based on the Parent width. Otherwise, PowerApps will display the horizontal scroll bar so that the user can scroll to the part out of view.

The controls are set to use the Parent.Width so that that app is responsive. Sorry if that wasn't clear in my question. If you need I can show screenshots of some of those settings.

I suggest you make the width of this control slightly smaller than Parent.Width to make room for the vertical scroll bar.For example:
