If I share a PowerApp with a connection to an SQL database on a VM, will my employees with O365 F1 licenses be able to access the app (with the connected data), using the PowerApps included in their F1 license... or will I need to buy each of them Plan 1... or Plan 2?

That depends on whether you are using an on-premises gateway to connect to the SQL vm. If not, then the included PowerApps license should be sufficient. If you are using an on-premises gateway that requires a premium license.
Thanks, that's the problem I'm trying to get around. The PowerApp is currently connected to SQL via an on-premise gateway. But with the looming licensing change I'm trying to find a way around that.
Are you suggesting that SQL on a VM might also require an 'on-premise' gateway for the PowerApp to connect to it?
