Looks like if i use my msn account i can download but that is not my work email. I am admistrator and work email also has a 365 ending account but when used that one also says it is not recognized and to create an email account?

Can you share a bit more details about your issue?
Do you mean that PowerApps would not recognize your O365 account when you sign in?
Where do you download your app?
I have made a test on my side, and don’t have the issue that you mentioned.
Please check if your O365 account has been removed or disabled within your Tenant.
Please check if your work email has been expired.
Please clear cache of your browser, then try it again, check if the issue is solved.
