I have a requirement from one of our business departments to create an app to run Health and safety inspections with. Its done and works well. However one of the things they've asked for is to be able to search for users via O365 users in Offline mode.
Is this possible in PowerApps. Currently cant see a way to do it.
At the moment the only idea I have is to download all 30k users into the app as media and make them searchable there

The calls to get user information are all cloud based. You would need to be connected in order to search them.
Unfortunately, the only solution is as you say - collect them all and store locally, then search on it locally. Quite painful considering that the list of users may change often and the local copy might not be "Fresh".
I hope this is helpful for you.
It's not too much to handle, but I would restrict what is in the local list to ONLY the values you need. (i.e. if you don't need a persons Title, BusinessPhone, etc. - don't include them)
