Looks similar to this reported issue:
This worries me as I have an offline App in the wild on Android, though it does not appear to be affected (yet). I will be careful not to republish it in case that causes this bug to manifest.
Apps not appearing in Offline mode has been an issue on the Windows Store PowerApp player since 2018 - as far as I am aware it has never been fixed (I haven't bothered to check for some time as the Windows Store PowerApp player is clearly 'abandonware' and some new features are not being ported to it).

Do you mean that your Offline Canvas app could not work any more?
Based on the issue that you mentioned, I have made a test on my side iOS device (PowerApps Version: 3.20031.24), and don't have the issue that you mentioned. Please check if the version of your PowerApps Mobile App has been upgraded to the latest version, it not, please consider upgrade it the latest version, then try it again, check if the issue is solved.
Also please make sure the version of your Android device has also been upgraded to the latest version. If you still have this issue, please consider submit an assisted support ticket through the following link:

Have you made some changes to your Offline Canvas app?
Have you taken a try to run your app in other Mobile device? Does the issue still exist?
Firstly, please make sure you have configured your Offline Canvas app properly, please check the following article for more details:

Also please consider try your Offline App in other mobile device (e.g. iOS device), then check if the issue still exists.

I have configured correctly my App, but I did exactly the steps from the MS tutorial, and have the same issue: No Apps appearing when mobile is offline.
I tried to change to another mobile (Android, because I do not have IOS mobile), the same issue.
I am using the community plan to test PowerApps platform to see if it will work fine to me, than buy the license.
I do not know if it is the problem, because other users is reporting the same issue.
I can not create a ticket with the link you provide me.

I dont know if this may help you but in my situation i had to enable airplane mode for the first time before i could see my offline apps. Afterwards disabling wifi or losing connection was sufficient.
