After creating a data connection to SQL Server and the Default database, some, but not all of the SQL Server Tables are displayed. It looks as though only the first 1,400 tables are displayed.
How do we get the dataconnection to display all of our tables in a SQL Server On Premise database ?

Have you tried the search box at the tope of the table list for the missing tables?
If this won't help, then this should be a current limitation.
Sorry to say that currently I don't have the proper database with so may tables available, I will try to confirm this and then report it from my side.
Tested with a Testing DB with more than 1900 tables, and PowerApps loaded it from my side.
There would be a little delay when scrolling down the table lists.
I think the search should be able to find the proper table.
