I have a list under HR department that handles incidents that are sensitive.. I want employees to be able to report with a powerapp form without risking sharing sensitive information..
No one have access to the HR site except the HR people
I understand this is posible with a Nintex form, that kan post form without access to the list. but i dont want to by expensive license..
Any suggestions how to solve this?.
Perhaps microsoft form and a flow to this list will do the trick?

If you want the employees to submit a form data into a SP list (which the employees have no access to it) using PowerApps, I afraid that there is no way to achieve your needs in PowerApps currently.
If the employees don't have permission to access the SP list, they could not submit a form data into that list using PowerApps.

Do you have a CDS license? You could have the employees post to a custom entity, and then have a separate HR app to collect everything in the entity and pull it into your SharePoint list.
It requires an extra step, but it does shelter the sensitive material from being widely consumable... for instance, posting to a second SharePoint list (widely shared throughout the corporation) which similarly housed the data in a temporary fashion.

Thats too bad. we have many lists that useres should not have access to but stil be able to submit forms to.I guess we have to invest in Nintex that can submit forms to lists with no access.
I cant believe its only our firm that needs this possibility??

You can use a third party form service such as plumsail forms or cognito forms. Both have connectors to Power automate. With them both you can add attachments. You can not do it with Microsoft Forms for logged out users. I use it to manage a school subscription programm. All the process is done using Power Automate SPLIST and POwer apps (to send emails, arrange interviews wit each student.
Works Fine. ALso with plumsail you can have dinamic fields populated by an excel in your onedrive.
