Power App End user License

I created a canvas app with Dataverse connector, Do the End users need per app or per user plan to access the app.

While sharing the app with a user who has "PowerApps for Office 365" plan, it asks for signup for a trail version and automatically adds the "Per user trail plan" to their accounts.

Please advise.

Dataverse is a premium connector. Users who are supposed to use the app must have a standalone Powerapps license (per app or per user plan).
