We are planning to purchase per-user license for a power app to be built on CDS. We have a couple of developers and trying to engage them for a project. Is there separate licensing for a development environment or do we use the same user-based license to develop the app?

Powerapps only supports these licenses:
office365
dynamics365
community plan
powerapps standalone plan( per user plan, per app plan)
Since you need to use CDS, so you need to choose from these three plans:
dynamics365
per user plan
per app plan
Based on your description, it seems like you are interested in powerapps standalone app.
Here are the differences between these two plans, you could choose based on your demands:

You can use the same User based license to develop the app. There is not any special license for developers 🙂

As I said above, you don't need any special developer license for PowerApps. The PowerApp author just needs a standard PowerApps license just like any other author. Don't get confused by all the details added in @v-yutliu-msft 's response.
The simple answer is: "just buy your developers the same license as users".
