Power Apps per App Licensing vs Pay as you go

Hey,

so we are right now in the descision between activating the pay as you go licensing model or buying a bunch of cheap per app licenses.

Where Microsofts documentation is unclear is, what happens with the per app licenses after one month.

I would love to know if they are just automatically unassigned and get reassigned to another user if they launch an app or if they will forever be connected to the user and app that initially used it.

I would think that if the first is true, the per app licensing model is much cheaper and gives you more control. But if the latter is true, the per app licenses are just trash.

Could anyone clarify?

Thank you in advance!
