There is no specific monthly limit on the number of flows a user can run. There is a limit on the number of API calls that can be made by a user within a 24 hour period. For the Office "seeded" license you are limited to 2,000 API calls a day. An individual Flow may require more than one API call. There is no easy way at this point to find out how many API calls are made by a specific flow. There used to be a monthly limit, but that was removed in October,2019 and replaced with the daily API limit.

Its also inaccurate to talk about Flow Free and Office 365.  They are two different licenses.  The Flow Free license doesn't exist anymore.  Prior to October 1, 2019 there was a free license, not to be confused with the Office 365 "seeded" license which still exists.  The free license was limited to 750 runs per month, but the only people with free licenses are the ones who had it before the licensing changed in October.  Here's a Blog post that talks about the limits in the old licensing model.
