I have build a new app for Microsoft Teams, can I publish in the Mobile PowerApps app?

If you built the app inside Teams then you can only use the app inside the Teams clients. However, you can publish and use it in the Mobile Teams client. But if its built in Teams it won't be visible in the Power Apps mobile client.

In this case, If I access using the weblink, the app is opening to access it from the cellphone.
Did you build the app in the Power Apps app inside Teams or in the regular Power Apps web site? Its probably still accessible from the direct weblink either way, but the app, and its environment, won't be visible in the Power Apps client.
If you built the app inside Teams then your license only covers you when you are running the app in the Teams client. You can run it in the mobile Teams client, but legally it has to be in the Teams client. You may be able to start it directly from a weblink, but because of the way its stored in a Teams based environment it won't be visible in the regular Power Apps web or mobile client.
