I'm unable to modify exisitng list forms using PowerApps. After I click on 'Customize form', the PowerApps Studio does not build and loads the required app as mentioned here. The studio, shows the welcome page as we see here: https://create.powerapps.com/
More detail for identify issue:
License: Enterprise E3
Browsers: Firefox, IE
Studio: PwerApps Studio web
Experience: Classic by admin but I've changed experience to Modern from list settings
Note: The very first time I tried to modify forms, it threw error: there is an issue with powerapps studio right now. please try again later. Afterwards, it always comes to welcome page.
URL structure shows the redirection parameters:
https://create.powerapps.com/studio/#action=sp-new-formdata&tenant-id=<tenant-id>&site-id=https://<s...<list-guid>&list-url=<list-url>&app-name=<list-name> on <subsite-name> forms

Resolution:
We have validated Licence assigned was K1 which is limited, assigned F1 Licence and issue is resolved.
Go to https://portal.office.com/account/ --> Subscription --> View Subscriptions
We can see all the licence details, and there is one for Power Apps as shown below along with Licence type.
* PowerApps for Office 365 K1
Connect to start trial version or purchase appropriate licence and all good to go 🙂
Finally my issue is resolved. Please mark solution if this helps.

I suspect your issue should be specific to your environments.

We are currently working for for Client on Power Apps project and stucked with below issue. Any quick help will be much appreciated.
Issue: “There's a problem with PowerApps Studio for web right now. please try again later”
This issue is happening only for specific user and working fine for other users, tried with below options already
Note: User was able to access and Create/ Modify Apps, recently from yesterday this issue started occurring and still persist.
