PowerApps standalone requirements

Hi all, this might be a redundant question, but here it goes.

A customer would like to start using PowerApps, but has no Microsoft Cloud solutions in place at this moment.

I guess they can start without any M/O/D365 and create a Microsoft environment/tenant just for the PowerApps solution ?

They would only need to use a corporate or school email adress to register and start up ?

Is this correct ?

Power Apps is part of O365 and therefore an appropriate account is needed for any login - here is a licensing guide.
