Do you want to know more about per app license?
Firstly, let me explain the feathers that per app license supports:
User with per app plan could run 2 app and 1 portal.
He could use standard connectors, premium connectors, gateway and CDS.
While if user does not have per app/per user plan, he could not use premium connectors, gateway and CDS.
So if you want user to run apps connected with premium connectors, you need to assign him per app plan.
You could assign user license in azure admin center:

The 10,000 licenses are trial licenses. Therefore, assigning a license to a user with a premium license wouldn't add any benefit.
The term baseline access basically describes the capacity of PowerApps licenses in your tenant.
