Powerapps & Dataverse for Teams Delegation Warning

I am running into a bit of a roadblock. I have a table in Dataverse for Teams that has thousands of records in it and I am getting delegation errors from Powerapps for teams while trying to filter. any thoughts? 

Setting the delegation limit to 2000 is not enough.

What Data Type field is Description?  Since the rest of the filter is not flagged for delegation issues try putting the in Description portion of the filter in another filter statement around the rest of the filter.  As long as the inner filter gets you below 2000 records it won't matter that the out filter isn't delegable.

Description is a text field. if I change my description filter (it no longer works the way I would like) but the delegation flag moves to the next line. it seems to follow the "in" but I thought the enhanced Dataverse delegation feature allowed "in" to be delegated.
