Premium actions in Power Automate

Dear all, 

 

Please if you can help with the question below. 

 

If I have a premium Power Apps license, and I build a flow with the trigger:
“When an item is created or modified in SharePoint”
And that flow contains a premium HTTP action, how will this be licensed?
Does the flow consider me as the initiator?

Based on our understanding,

 

1) You need the Premium related license to develop using that Connector .

 

2) Any users who must run the Flow as themselves under their own credentials (i.e. anyone who the Flow is shared with) must also have the Premium related license. If the Flow is called by HTTP Action or other way and is not shared, then only you need the license we believe.

 

     2b) if the Flow contains only HTTP Action we believe only you the developer needs it because it has no Connection to share with User.

3) In case you meant something else like not the pure HTTP Action but rather the "SharePoint HTTP Action" - However, we believe HTTP actions like "Send an HTTP request to SharePoint"

do have a Connection that must be shared with the user. For other users not to need the Premium license for this kind of Flow, this Flow containing "Send an HTTP request to SharePoint" must be inside a Flow with trigger of HTTP,  called from another Flow from HTTP Action, and only the calling Flow must be shared - not the called Flow containing "Send an HTTP request to SharePoint"  - and in this case, "called Flow" must only run under the Connection that is not shared - that means it will only run as you and never as any other person. This would be considered acceptable if that fits your use case, and it does not violate Microsoft Policy and is not a circumvention, to our understanding to do it this way. If the "Send an HTTP request to SharePoint" must be run as the User the Flow is shared with then there is no workaround of any kind, and license must be bought for each person, there is no other way that would even work to out awareness. At that point any other attempt to make that work where people can run Premium Connection in their own context under their own credentials without the Premium related license would be an actual circumvention to our understanding and not allowed by Microsoft Policy.

 

3b) To be clear, we believe doing the workaround gymnastics of #3 does not need to be done for the HTTP Action that you are referring to because HTTP Action does not create a Power Automate Connection so we believe only you the developer need the Premium License in this case, so then you could just put it in there even if the Flow is directly shared with the User, and User should not need Premium to run it.

 

However the thing is, we have some uncertainty about this one. So now we prefer someone else double check this in our post above such as @v-bofeng-msft or Wearsky @v-xiaochen-msft or @v-siky-msft or anyone else that may be more familiar about this than us, and maybe you can get more assurance of it. In this case we would please welcome any corrections about anything in the above that was not correct, or any additional information or clarification that we did not include that could be helpful.

Importance of Licensing Information

From the point of view of the citizen developer or organization power user creating applications, flows or virtual agents, the cost of service could affect what they are able to do and to what extent. Work with these systems occurs in the tenant shared with others and whether the solutions being built are for individual or broad use, it is important to understand the complete impact of operations in the same vein as performance or net benefits.

 

Unless the developer also has tenant administration access rights, they may have to request explicit permission to use things like premium connectors which may or may not entail license purchases depending on the context of their implementation. Knowing these ahead of time makes it easier to make the request and justify it as well.

 

In the end, the goal of the developers work is to provide a solution that satisfies a requirement or need and just as selecting the appropriate elements and configuration settings, so too is selecting or requesting the appropriate license so that the solution can be implemented and utilized.

In our 2nd installment of this new ongoing feature in the Community, we're thrilled to announce that Chris Piasecki is our Super User of the Month for March 2024.
