Prohibit users from entering records into SharePoint List

I am creating a survey in PowerApps and I would like to make sure that each user can only submit one list item into the SharePoint List.

 

I created a collection called Submitters which contains a distinct list using the Created by field.

 

I would like to make sure that the button that takes them to the survey is disabled. Any suggestions?

Do you want one user can only submit one item and if one is already submit the Button will disable?

I think you can try as the following workaround:

 

App Test:

Add one button in the App and rename Button_Submitters, and

Button_Submitters.OnSelect: ClearCollect(Submitters,Distinct('20190201survey',Author.DisplayName))

Button_Submitters.Visible: If(User().FullName in Submitters.Result,false,true) 

Add one Label1 and its Text:User().Full Name to test the Button.
