Question on pointing to an external URL from a PowerApps form using the title field or something else

I have a PowerApps form created from a SharePoint customer list.  Is it possible to use title field to point to an external URL?  I don't want the URL to show but only title name or 'Please refer to' so when clicked bring the user to the external URL.  If that isn't possible in the Title field, is it possible in the 'hint text'?

Maybe you can use Launch in the On Select property.
