Rich Text Editor shows irrelevant information

When I wrote a comment "My Test Comment," everything seems to work fine. But when I highlighted the text and hit the Bold button (or any other buttons) on the tray, the editor automatically pops up irrelevant information. 

 

Have anyone experienced this issue?
