Run a PowerApp

We have a cross section of frontline workers that do not have office 365 licenses or an IT account because of the nature of their work not requiring them to.  We are now looking at automating a couple of business processes using PowerApps, SharePoint and Flow.  What's the easiest/least expensive way to enable these workers to run a PowerApp?

@AnnaBrodnicki - Thechnically all users will need to be in your Active Directory and have a PowerApps license. Here is some info on the available offers.
