@mrdanghas a video that shows calling SQL commands from PowerApps. IIRC it involves Flow. Search "Mr. Dang PowerApps SQL" on YouTube to find.
If you mean to run PowerShell Commands directly within PowerApps, then currently this is not possible.
There is an idea posted on this topic:
For a workaround, you may take a try to run a Flow to call PowerShell Scripts through the File Explorer connector.
