Security Roles for System Job

Hi, I have a Business process flow that is exposed through a model-driven app, and I was interested in the ability to assign the flow from one business unit to another automatically. 

Of course, I needed to set the Security roles as tight as possible, so I set the users to only be able to work with the entries of their owning business unit. However, they were not able to automatically assign the flow to the other team due to lack of privileges. (I assume they need visibility on the other team to be able to assign it to them).

Is there a way to allow system jobs to still work without giving the users access to the entire organization for my custom entity?
