Hi @AnthonyPhan,
As far as I know, the only option to share PowerApps with group of users is when there is security or distribution group in your enviroment Office 365 groups are not yet working.
So if you will add your security/distribution group to SharePoint membership than you can manage access via this group.

I appreciate the response. Unfortunatly, within my organisation, I do not have the administrative rights to create new security/distribution groups. It would be great to be able to share based on sharpoint goups. For now i guess ill simply manage both the sharpoint user list and the powerapp user list.

Why waste your time and energy in learning powerapps if you cant share it with anyone?
Microsoft just released the ability to share apps with O365 Groups. I'm not a tenant admin and I was able to get it to work. The only caveat is that you need to be added as an owner to the O365 group to enable the ability for it to be viewed as a security group.
