I intend to create a site checklist using PowerApps within my organization environment for the contractors. This app shall connect to Sharepoint or Onedrive for Business as the database. As far as I know, apps created in organization environment can only be shared with internal staff. Therefore I would like to know if it is possible for me to share such app with the external contractors ? Can they access to my app by purchasing the PowerApps User License ?

As far as I know, share an app with external users has not been supported yet, it seems PGs are planning to enable this for users. There is no specific date but it’s for sure on the roadmap.

Since PowerApps do not still support sharing with external users, I can recommend taking a look at Microsoft Forms which can be published to any web sites for anonymous users or a 3-rd party solution - Plumsail Forms which allows you to design fully responsive forms with tabs, grids, accordions and many other features and publish them either on public web sites or in SharePoint modern pages. You can handle form submissions with Microsoft Flow and save data to any storage - Excel files in OneDrive, SQL databases, SharePoint lists, send by e-mail etc.
