One of our users is experiencing an error when trying to sign in to the Power BI connector. He has an E3-lisence and is connected to the office network through VPN - if that makes any difference. Any pointers?

Could you please share a bit more about your issue?
Do you mean that you could not connect to Power BI connector from your app?
Which Power BI license do you have? A Power BI Pro license?
I have made a test on my side, and don't have the issue that you mentioned. My Power BI license is Power BI Pro.
Please check if you have created a connection to Power BI connector within your app with proper credentials (take a try to re-create a new connection with another valid credential). Also please check if your Power BI license has been expired.
In addition, please also consider take a try to clear cache of your browser, then try it again within your PowerApps app, check if the issue is solved.

The app is used org wide, but currently one single user experience an issue when trying to sign in to the Power BI connector. Hence he can't use the app at all.
I have a Power BI Pro license through my Office 365 Enterprise E5 license. This license is not expired, and as noted above no one else has any issues with the Power BI connector.
The issue persists after rebooting.
