Solution brainstorming for Help Desk

Hi,
I built a Help Desk app using one SharePoint List,

I would like to let ticket creator to attach the file/image for the issue,

and the operator to submit the solution with document or image too.


I found a solution which is create a one to many list and create a comment column(version control) as dialog box to let them leave the massage and attach the doc in attachment, but facing some problems that need to fix, anyone know?

Now I have 2 lists
1) The parent list(List name: Issue tracker) store all the detail of ticket except comment 

2) The child list(List name:  Comment) store the related ticket comment (using version history)

I make a Flow to get the comment, but I don't know how to fix these 2 issues:
1) how to auto create a record on comment list when Issue tracker create a new record.

2) I don't know the syntax of SharePoint API, how to get the record which equal to Ref ID; pseudocode: get(all version of comment which Comment's Ref ID = Issue tracker's ID)
