I have inherited a canvas app which I believe started life as tablet form factor but was then set to Portrait and 16x10 to suit a phone.
All the Date Pickers (the calendar that appears when a Date control is tapped) now come up comically small on a phone (though OK in web player).
Anyone know of a resolution for this (short of creating a new phone app and copying all the controls over?).

Could you please share a screenshot about this issue within your Phone layout app?
Do you mean that the DatePicker control is not responsible for Mobile layout when you convert it from a Tablet layout?
Based on the issue that you mentioned, I have made a test on my side, and don't have the issue that you mentioned. Please consider take a try to turn off the "Scale to fit" option and "Lock orientation" option within Screen size + orientation setting of App settings of your app, then re-publish your app, check if the issue is fixed.

Steps to reproduce:
Create a blank tablet app
In the settings, set to portrait 16:10 (suitable for a phone)
Add a date picker control
Run on a mobile device (through the PowerApps Player)
Click the date picker control and observe the size of the calendar pop-up that appears - it is very small (much smaller than if you create a new phone layout app and add a date picker.

Something of a faff - would be nice if there was an easier way to specify that the date picker shoud be larger. See below the difference in date picker size between phone app (left) and tablet app (right) even though the height/width of the App is set similarly for both.
