TextBox OnChange not running when removing text

Hello,

I am working on a form where I just need to check if the person has entered a value in specific fields.  I set the OnChange event of the textbox to this

If(!IsBlank(txtReceiving.Text)||txtReceiving.Text <> "" || txtReceiving.Text <> " ",
Patch(Val,First(Val),{receiving:true}),
Patch(Val,First(Val),{receiving:false}))

The issue I am running into is that the column in my collection will get updated fine if the user types any value into the textbox, but if they delete the value they typed into the textbox the OnChange Event does not seem to run.  Does the on change event run when text is cleared?
