Can you explain a little more about what you are looking for?
When you are selecting from "New Flow" those are all blank flows. It is only if you were to select Template in that list that you would have a non-blank flow.
As for the mobile - that is a trigger. So, if you choose an Instant Cloud flow, you can then choose the Flow Button for Mobile as the instant trigger.

I believe you are misunderstanding what you are seeing.
In your Capture image you are at a page that has two options - start from blank and start from template. That takes you to the same place depending on your selection. Under the image you showed in your first post, that menu has BOTH start from template and start from blank.
Please review the image below from your Frist post.
What you are looking to do is to create an Instant Cloud Flow (please choose that from your menu of Blank flows list above)
Then Choose "Manually trigger a flow".
I don't see in your picture what you searched for, but if you just type in "add a row" in the search of that list, you will see the action you are looking for.

and I have file in OneDrive and I want to update row in TimeSheet excel file. But it is not recognizing in the flow.
What should I make to get recognizable? and how should I table there? Please help
What happened when you tried to browse for that file?
Also, is that OneDrive you showed a business OneDrive or Office 365 OneDrive? You need to have the file in your Office365 OneDrive.
How are you specifying the row to update? Usually you either have the id of the row already or you have a step prior to that to get the rows in the table and then get the id.
