To enable an entity for SLA

Question 1:
I don't seem to be able to do this, is it only for Dynamics users, and if so how do you create and manage SLAs in PowerApps?

Questions 2:

If I use one of the Dynamics entities/tables in PowerApps, do I need a license for Dynamics?

1) Yes, SLAs are a Dynamics Customer Service feature.  They aren't surfaced directly in Power Apps.

2) Yes, there are a variety of tables used in Dynamics that require Dynamics licensing to use in Power Apps.  You can find the list of restricted tables here: Restricted tables requiring Dynamics 365 licenses - Power Apps | Microsoft Docs
