While this topic is a duplicate, the previous topic regarding PowerApps Rule deletion was marked as SOLVED, when in fact it is not.
Deleting a Rule only seems to remove the Rule from view for the current session. After deleting the rule, it is no longer visible, but a new rule created with the same name gives the error "Duplicate name already exists."
After closing PowerApps then re-opening, the original rule re-appears.

I have reproduced your issue following your steps. I will try to report this to the pg and will update to you if I got any further information.
My apologies, but I believe that we had a back compat issue related to the Rules Panel in a prior release. The issue you report should only be an issue for apps created between these two releases and will not be a problem for new apps that are created. If the app is relatively small, recreating the app will resolve your issue immediately. However, this is clearly unacceptable for many users and apps and we are currently working on a fix that will properly handle these apps that were stuck in a bad state.

I just created a brand new blank app, using PowerApps Release version 2.0.783, and encountered the same issue with rules remaining after being deleted.
I am having the same issue. There is not delete icon and there is no show rules check box. Plus there is no RULES menu item to show where the rule was created to begin with. Come on guys... Clunky to say the least.
