When editing a PowerApp, if I have more flows that will fit on the screen, I expect to be able to scroll to get at those that are off the bottom. However, no scrollwheel appears.
Tested in IE, Edge, and Chrome. Tested across multiple PowerApps. Consistent experience.

Just an update -- The product team have resolved the issue with the scroll bar in the panel for connecting Flows. A fix will roll out in version 3.19023.6, which is in about 2 weeks depending on your region.

Could you please share a bit more about your issue?
I have made a test, and the issue is confirmed on my side. The scroll wheel is not supported for Flow lists in PowerApps Studio for web currently.
Currently, within PowerApps Studio for web, we could only get 11 Flows at most within the Flows list.

My team's environment currently has 23 flows and the list is likely going to keep growing.
I went ahead and followed your link to submit a feature request, however I don't recall this being a problem until recently.
This is a bug, and I've notified the team.
In the interim, if you need to connect a flow, you can zoom out in your browser until the panel is small enough to reveal the flow you desire.

Just an update -- It is a known issue that the panel for connecting a flow to an app is missing a scroll bar. In order to view the flows in the panel at this time, please use your browser's zoom capability to zoom out to find the flow of your choice.

Hi guys,
I've just noticed that not only is scrolling an issue when designing the app itself, but when you go to the Flows screen through the File menu to see the list of all flows you have created, you cannot actually scroll very far in that list either. The zoom-out thing works for now, but probably not a long term solution - if I had 100 flows I'd never see the one I needed to click on 🙂

I was able to force a scroll bar by using the F12 dev tools in the browser to tweak some of the div sizes, but that's not something I'd want to do often.
