I created a shared component library and imported it into my power app. I then go back and update the component library and publish it, and when I go back into my power app, I don't see any "Review" button to update the component library... I try clicking on the refresh button beside the insert tab and it says: "there are no component libraries to be updated."

Have you used any components in your app from your library? They should be showing up under the Insert Tab (Plus icon on left side of designer) in the Library Components section. Do you have that in your Insert pane?
Yes, after I import the library component, it shows up in the insert tab under Library Components. I can then add it on the canvas and configure custom properties which all works. Only problem is it is not getting any updates if I update and publish the component library.
I was thinking maybe it was adding it as a copy, but if I try to edit the component, it shows a dialog with this text "If you want to edit this component, you can either create a local copy in this app or open the component library and edit the component there." along with a "Make a Copy" button, so I think it should be linked...
If you have selected "Make a copy" then it is no longer linked to the library - it is a copy in that app only.
Ah...gotcha. I though perhaps you cloned it.
Hmmm, I thought perhaps there was an issue on the PowerApps side (keeping in mind that component libraries are experimental), so I just made a change to a component in a library, saved and published, then popped over to an app that uses one of the components and did the Check for Updates...It showed there was an update!!
Perhaps there is some issue with your current library?? Not sure. Perhaps to test, add a simple component to your library, then go to your app and insert it (click on get more components to add the simple component you added). Then go back to the library and make a simple change to the simple component and try the Check for updates again...see if you can find a pattern.
Just tried it with a brand new power app, importing the same component library (just a button). After importing it, I edited the component library to change the button fill color, saved and published. Went back to the new power app, and no review button. I checked for any updates, and no update available....
If I remove the component library from the power app, and re-add it, then it gets the latest update, but I shouldn't have to do that because the custom property values gets lost.
No you should not have to do that (remove and add).
So try the method that I outlined and let me know the results of that.
I just did that actually. Made a component, and an canvas based power app. Added the component to it from the "More Components" option. Then, updated the background fill color of the component, saved and published, and went back to the power app. It showed no review button, and if I did the check for updates on the insert tab, it shows no update available.
