You cannot use the User() function to change the user photo. And according to documentation below, you can also get the user photo show in PowerApps with Office365 Users connection, but there is no syntax that you could use to change the photo either.

So I think this cannot be achieved so far in PowerApps. You could try to post an idea in below forum:

Cool template! However, the profile picture in PowerApps (top right corner of the browser screen) stays out of sync with Office 365. This picture is for the PowerApps platform, not in a custom app. Is there a setting for PowerApps platform to sync profile picture with Office365?

It does sync with O365 - it takes a while before the sync job runs at the backend to sync profile image to all apps
I waited days, PowerApps still has the old profile picture, while all the other Office365 portals have the new image, Even PowerBI.com got the new image as well. Stubborn PowerApps? Any idea why?

It seems that I cannot produce your issue, after I update my profile photo from Office 365, PowerApps photo also got updated. Is this issue still happening now?

Yes, unfortunatly PowerApps is the only one still has the old profile image. This is happening for all users. Existing users have the old profile image, new users only have the default image. Thank you for asking.
Hi,
I followed your suggestion and watch the video. When I try implementing the technique, it doesn't work.
I have this error displayed in Powerapps:
"error": {"code": "ResourceNotFound", "message": "Resource could not be discovered"
Maybe there is an issue somewhere ?
