User is unable to edit or add Flows since his email address changed

A few months ago, a profile update changed the email addresses of several users and this was then reversed.  Since that time, the user has been unable to edit or add any flows in Power Automate.

 

Error:  Encountered internal server error from Azure Resource Manager.  The tracking id is.....

 

The recommendation from MS has been to recreate the flows, however he cannot add new ones.  He has also deleted and reconnected all of his SharePoint connectors without any resolution.

 

Any ideas?  Thanks!
