When a user has URL restrictions for the iPhone turned on, a PowerApp will sit at the loading screen and not actually load. When restrictions are turned off on the iPhone, the user can load the PowerApp just fine. Is there a way to identify what the base URL (e.g., www.powerapps.com) is for mobile apps so the URL can be allowed on a device restricted to only visit certain websites?

The URL of PowerApps apps are like "https://web.powerapps.com/apps/AppID". So you could try to add "https://web.powerapps.com/" as the allowed URL and have a test.

Unfortunately, I already tried that and found it did not allow the device to load the PowerApp.
