I'm looking for suggestions on what licensing i can adopt for my users on a sharepoint site. I embbeded a leave request app. A per user/app plan doesn't help since each user is to use the app not more than 3 times a year (for the most).
I'd appreciate your valuable input.

If your users have Exchange Online Plan 1 as a stand-alone license this will not include Power Apps ability.
The licensing guide here in Appendix B has the list of licenses that include Power Apps.

I don't think its necessary to buy a license if your app is only using a SharePoint connector. Only premium connectors require a license.

Power Apps Canvas apps with standard connectors are available within multiple Office 365 / Microsoft 365 plans. Most of them include the capability but not all of them.

There are other ones (like some of the Firstline worker plans that are F1) that do not include the Power Apps capability.
Also from the December 2020 (United States) licensing guide there are usage rights:

Most of my users only have exchange online Plan 1 (standalone) licence.
