i like the forum layout of this powerapps community forums here, where - in contrast of yammer - you have well sorted topics, threads, views, posts, sorting searching etc.
What (Microsoft?) software is it made of? I know only php-based bulletin boards so far like phpBB etc..

Just like you can use your Google or Facebook account to log into many different websites not run by them, similarly your Office 365 credentials (Azure AD account) can be used as the credentials for any service that supports technologies like OAuth & Open ID.
From what I know, the closest thing to a community website that Microsoft has in their product portfolio would be Dynamics 365 Portals. Now, the nice thing about that product is that it runs on the same Common Data Service as your own PowerApps Canvas apps or Model-driven apps might use.
