After saving anything in version 3.19104.33, all controls in scrollable screen canvas datacards no longer function. For example Text Input fields don't accept text, dropdowns cannot be selected, buttons cannot be pressed etc. Controls on the scrollable screen, not contained within the canvas, work fine, such as buttons. This was all working fine in version 3.19103.28. Now when you save anything in the app, the controls in the scrollable screen canvas datacards no longer work as described. Any help would be appreciated.

Do you mean that the controls within the canvas data card in Scrollable Screen could not work when saving using version 3.19104.33 of PowerApps?
Currently, the latest version of PowerApps is 3.19111.26, please consider edit your canvas app using the latest version of PowerApps, then made some changes to it, re-publish it again, check if the issue is solved.
I could not re-produce your issue on my side, I think this issue may be related to the updates in PowerApps. Please consider use latest version of PowerApps to create your canvas app. In addition, you should also republish your app regularly to get performance improvements and additional features from the PowerApps platform. Also when I edit, save, and republish the app now, it is still saving as version 3.19104.33 not 3.19111.26. Is there a way to force PowerApps to save using the most recent version?

I have made a test on my side, and don't have the issue that you mentioned. The screenshot as below:
Please consider run your PowerApps Studio for web, then open your canvas app, then made some changes to it (e.g. add a button, then remove it), then click "Save" button, then publish your app again. Then check if the issue is fixed.
