Is there something we need to do to enable it?
When I try to go to the GCC PowerApps URL I get an error: "Sorry something went wrong... To fix it, sign out and try again."
Signing out and trying again does not seem to change anything.
For anyone else coming to this thread looking for answers or an ETA: we ended up opening a support ticket and were told that there have been issues rolling out PowerApps for GCC, but they are working to get things rolled out as soon as possible - there is no ETA.
We literally just had PowerApps and Flow turn on in our GCC environment today, so you might check to see if it has rolled out to you. Now we have this weird situation where some environments from Community licenses are in the regular PowerApps area and this new government PowerApps area is a clean slate.
I am able to access GCC PowerApps now, but we are also experiencing issues with accessing the non-GCC PowerApps environment. It is actually behaving the same way the GCC URL used to be behave before it was rolled out. An error message saying something went wrong and to try logging out and logging back in (which does nothing).
That is in line with what is happening to us as well. The entire platform seems confused about whether it should be pulling information from the government GCC area or the old powerapps area.
