Who can use a powerapp?

Checking out powerapps...who can use PowerApps? Can they be deployed on a company lan and use a local database (sql server for example)? Does one need to be enrolled in Office 365 in order to use PowerApps? If so do they basically live on the Microsoft cloud infrastructure?

PowerApps is tied to your Office 365 subscription and cannot be used as a Local app, such as a Xamarin app or UWP app.

It is built upon Microsoft's Power Platform.  

You do have offline capabilities to store data, but it is still Microsoft 365 based solution.  It is licensed on a per-user basis.
You can connect to On-Premise data using 'premium' connections.

Hi @hampshire ,

If you want to use PowerApps, you need to register a Microsoft account and sign in.

Then, you could choose license of PowerApps according to your demands.

PowerApps have three kinds of licences: trial, P1, P2. Different licenses have different functions.

What's more, some Office 365 plans and dynamics plans also include PowerApps for Office 365.

To sum up, people who have a microsoft account and choose a license can use PowerApps.

PowerApps can connect with local data source like Sql Server.

Yes, many services of PowerApps run on the Azure cloud.
