cannot create database, language dropdown empty

I created a new environment. When I try to create a database for the environment, the Language dropdown is empty. Because there is no value selected for Language, the database cannot be created. See attached.

Could you please let me know which environment type that you have created, Trial or Production?

I just tried with the trial Environment, the language dropdown is available:

I tried the same using my cell phone. It worked OK on my cell phone. That means the dropdown is being populated after the page renders via ajax. Since we're having timeout issues with pages due to the firewall, the info is not being pulled to populate the dropdown.

This was also last week. May be improved today.
