I'm trying to fix the sort order for datacards in a form but whenver i try to place a card somewhere it kind of distorts the order of the cards, its vertically aligned form.
order is given by the X and Y properties.
if you have 2 cards (A and B) having 1/2 of the parent width then to have them ordered A & B on the same line then:
for A: x=0, y=0
for B: x=1, y=0
Now if you have C with width equal to parent width and you want C on the second line than:
C: x=0, y=1
To place D on the same line with C, be sure the sum of their width < parent width and
😧 X=1, y=1
You can change the order of C and D by switching the X property in between C and D, leave the same Y
If C.witdh+D.width > parent.Width than D will be placed on the next line.

Could you please share a bit more about your PowerApps app's configuration?
I agree with @dinusc's thought almost, I think you have enabled the "Snap to columns" option within the EditForm (or DisplayForm) of your PowerApps app.
Please take a try to disable the "Snap to columns" option within the EditForm (or DisplayForm) of your PowerApps app, then check if the issue is solved on your side.

You can try to edit the fields in the form from the 'Edit fields' link next to the 'Fields' property. Then from the Field dialog that appears to the left of the properties, you can drag the field you want to move in the order either up or down which then moves its data card position within the form and accomplishes the reordering without having to change all the Y position values manually.
