end user get pop up for access permission although he is member of site,, how can it solved without power shell

This is normal in PowerApps.  Since the OAuth connection runs in the context of the user who starts the App, each user must approve the OAuth connection the first time the app is run. As you mentioned, there is a PowerShell command that can be used to turn this prompt off, but in general I don't recommend it. Also, the only way to turn off the popup prompt at this point is using PowerShell. Here's a Blog post that explains how to use the PowerShell command.

Is there any way to solve this problem without  power shell ?

This setting is not currently exposed in the user interface, so the only solution right now is PowerShell.
