filter StartsWith And Not

My code has delegation on the Not part.  How can I fix?

Sort(
Filter(
'Report Archives',
StartsWith(
'Report/Doc. No.',
DropdownYear.Selected.Value
),Not('Report/Doc. No.' in 'PDF Reports'.'Report Number')
),
'Report/Doc. No.'
)

I found the solution was to make a collection then filter on that.

ClearCollect(
col_ArchiveReports,
Sort(
Filter(
'Report Archives',
StartsWith(
'Report/Doc. No.',
DropdownYearSelect.Selected.Value
) And Certificate = false
),
'Report/Doc. No.'
)
);

Is your datasource SharePoint?  If yes, you cannot use the IN operator.  There is no workaround.

I guess you are facing the delegation due the Sort function, since:

"In Sort, the formula can only be the name of a single column and can't include other operators or functions."
