I have created a flow and it does not show under Actions when I add a button
1) I am using the web version of power apps in Chrome
2) Both the app and the flow are in the same environment as shown by the drop down in the upper right hand corner
3) The flow starts with power apps and connects to the "Send Email" action.
Any suggestions?

So you have followed the article below to configure Flow in PowerApps?
Please take use of PowerApps Studio App from Windows Store to configure the Flow in PowerApps, currently Flow option is not available under PowerApps studio web version (There is no Flow tab available under Actions).
If you would like this to be enabled under hte web version, then please submit an idea on this in the PowerApps idea website:
