As far as I am aware 20 is still the limit of amount of terms which will be shown in that type of column:

Might be worth checking out the Taxonomy Graph API. Maybe you can collect more items via that API and use that in your second dropdown box: https://resources.techcommunity.microsoft.com/graph-apis-documentation/
