If we want to develop model-driven app for internal use,
do we need to buy Dynamic365 plan or Power Apps plan?
We have a developer who is using Office365 Business Essential plan,
does he need to subscribe additional plans in order to create the model-driven app?
do we need to buy any plan to run the model-driven app?

Which license does your PowerApps belong to?
If you want to develop Model-Driven app within your PowerApps, you should purchase PowerApps Plan 2 license for your PowerApps at least.
If the developer who is using Office365 Business Essential plan wants to develop Model-Driven app within his PowerApps environment, he should subscribe PowerApps Plan 2 at least.
