powerapps controls of a new form is not visible for other users

I have created a powerapps form for a SharePoint list.

 

I have seen that the controls of the new forms are not appearing for the other users.

 

Do i have to assign them powerapps license to make them visible.

 

I dont want them to expose to the powerapps app as such.

Yes they would need a valid PowerApps license to interact with PowerApps
